The Vaughan Community Health Centre (VCHC) is governed by a volunteer board of directors comprised of 9 local residents. The board of directors has the ultimate responsibility for the VCHC and is fully accountable for the delivery of programs and services. With the board’s leadership, experience, and expertise, the Centre continues to move forward towards achieving its vision of a healthy community in Western and Northern York Region.

Sunder Singh, Board Chair
- Sunder Singh, is the Executive Director of a non-profit charitable organization called Elspeth Heyworth Centre for Women. This organization has been on the vanguard as a vital service provider to newcomers, immigrants and refugees who require settlement, employment and other social services. The organization works closely with women, their families and seniors
- Sunder initiated the “Reduce Abuse” program for women facing domestic abuse and has been awarded the Mayor’s Community Safety Award as well as the Ministry of Attorney General’s Victim Services Award of Distinction. She hails from the South Asian sub-continent where she immigrated with her family 48 years ago.
- This experience as an immigrant has helped to forge her identity as a champion of social justice and an advocate for immigrants and vulnerable groups in society. The national award-winning social enterprise RivInt Interpretation and Translation Services was planned, initiated and developed by Sunder Singh. RivInt meets the interpretation and translation needs of newcomers and immigrants through the major hospitals, health centres, and legal aid agencies across the GTA, with 850 trained and certified interpreters, speaking 112 languages and dialects. Under the astute leadership of Sunder Singh, tribute has been paid to RivInt by the Social Enterprise Council of Canada as one of the outstanding social enterprises in Canada. This social enterprise has been operating under the auspices of the Elspeth Heyworth Centre for Women for 14 years. In June 2017 Sunder Singh was appointed as a Local & Regional Councillor for the City of Vaughan, where she has served for 1.5 years. In 2019, she was a recipient of the Pioneer for Change Award. On November 30th, 2005 Sunder received recognition as one of the future leaders of Toronto and the Vital People Award was conferred upon her for her commendable work in the sphere of community service. This award is given to valued leaders who have made outstanding contributions in the not-for-profit (NGO’s) sector. Furthermore, Ms. Singh earned another distinction in her career from the United Way GTA for her meritorious service to Canadian society. In June 2007 she was selected by the United Way GTA as the recipient of the Leaders of Today Award. She is also a recipient of the 2012 Queen’s Diamond Jubilee medal for her outstanding contribution in the community and the 2016 Leading Women Building Communities Award for her exceptional community leadership to improve the lives of girls and women in Ontario.
Malcom Wong, Treasurer
- Malcolm is a member of the Chartered Professional Accountants of Ontario and Canada and of the Markham, Richmond Hill, Vaughan Chinese Business Association.
- His work entails audit, finance and accounting services; business, entrepreneurial and tax advisory services; and succession planning in a variety of industries including not-for-profits, and medical and dental professional services.
Carin Binder, Vice Chair
- Carin is a native Quebecer and has been living in Ontario for many decades. She is retired and formerly worked for the Royal Victoria Hospital in Montreal, Eli Lilly Inc. and Janssen Inc, (a division of Johnson & Johnson). Her most recent positions included: Director of Data Management and Submissions and lastly, Director of Medical Affairs (Janssen Inc).
- Carin has volunteered for several organizations in the past and is currently a member of the Research Ethics Board of Southlake Regional Health Centre, Newmarket Economic Development Committee and now, VCHC
Dennis Bailey, Secretary
- Dennis Bailey has been a lawyer for over 35 years, with a practice focused on helping Ontario’s poor in civil matters and advising non-profit and charitable boards of directors. For the last 26 years he’s been the Executive Director of the Community Legal Clinic of York Region (formerly Georgina Community Legal Services), overseeing its growth to become the largest community legal clinic in Ontario.
- He has incorporated and advised a large number of non-profits and charities and has been a volunteer director of several, has acted as a volunteer trainer with local United Ways in York Region and in
- Barrie/South Simcoe, has appeared in a TVO series on non-profit governance and contributed to “Board Basics”, United Way Canada’s training guide for non-profit boards. Dennis was a founding member of the Ontario Legal Aid Plan’s Community Clinic Quality Assurance Programme Steering Committee and a past executive member of the Association of Community Legal Clinics of Ontario. He also served as co-chair of the Research subcommittee of the Voluntary Sector Forum – Insurance Bureau of Canada joint working group on liability insurance for non-profits. He has pursued precedent-setting litigation in many courts including the Federal and Ontario Courts of Appeal and the Ontario Human Rights Commission. He has provided advice to government departments and commissions on a range of justice-related matters such as revisions to Ontario’s social assistance legislation and regulatory protection for mobile home owners. Dennis has been active in the scouting movement, his church and in politics, having run for the Ontario legislature in 1990. Mr. Bailey enjoys travel, music, reading and a multitude of outdoor activities including tennis, sailing, canoeing, windsurfing, snorkeling and skiing.
Noor Din, Director
- Noor Din is the founder and CEO of Human Endeavour, which is recognized as one of the innovative social service providers in the GTA and Ontario. He has a Master’s degree in Computer Engineering from the University of Toronto.
- He worked with prominent IT and engineering firms and then his inspiration to do something for the larger good of the community-led him to enter the human services sector. He used his knowledge and understanding of technology and incorporated it into the design and delivery of social services. During the pandemic, he utilized his technology background to build social service sector’s capacity through technical workshops and by developing senior-friendly, fully integrated tablets that have benefited approximately 4600+ seniors across Ontario. He has built multi-sectoral partnerships across Canada to help vulnerable communities.
Dr. Emmanuel Abara, Director
- Dr. Emmanuel Abara has been practicing as a Director of Richmond Hill Urology & Prostate Institute and a Consultant Urologist.
- His current interests are, Rural Health and enhancing urologic care through Telemedicine and Community Engagement in Education, Arts and Medicine. Dr Emmanuel has published peer reviewed journals and is an experienced reviewer editor of periodical journals. His work is presented locally and internationally. Dr Emmanuel have been a past recipient of many awards such as Canadian Urological Association, Volunteer Award in Arts and Community Engagement in Richmond Hill and many others.
Gino Caputo, Director
- Gino is the SVP and Head of TD Auto Finance Canada, a leading full-spectrum auto lender. With centers across Canada, TD Auto Finance offers comprehensive dealer support and financing in the automotive and recreational space and was named #1 in the J.D. Power Dealer Satisfaction Study among Non-Captive Lenders with Retail Credit for the last four years.
- Gino brings +26 years of diverse leadership experience at TD having worked in several different roles including commercial banking, finance, risk management, product management, business strategy and transformation, business architecture, data governance & analysis, client & employee experience, and retail banking.
- Gino regularly finds time to support TD’s Ready Commitment focused on working together for a more inclusive tomorrow with a focus on financial security, the environment, connected communities and health care. For example, Gino has supported financial literacy with the junior achievement program and supported the bank’s diversity and inclusion initiatives by actively participating in individual and group mentoring for visible minorities, black colleagues and entrepreneurs and women in leadership & entrepreneurs. On the environment front, Gino sat on the GTA advisory board for the Friends of the Environment Foundation, a national charity that funds environmental projects across Canada focused primarily on revitalizing, animating, and stewarding public green spaces. In the business community Gino is involved with the OG 100, a business mentorship organization that supports the next generation of Ontario’s global leaders. And finally, Gino is a Senior Ambassador for TD’s annual United Way charitable drive, leading his team to encourage maximum participation by all collogues to support the United Way &/or a charity of their choice. Gino has an BA degree, major in economics from York University, Chartered Finance Analysts (CFA) and the Chartered Investment Manager (CIM) designations. Gino also has executive development certificates from Columbia University in Globalization (Strategies For Your Enterprise) and Value Investing (Making Intelligent Investment Decisions).
Louisa Poon, Director

Power Dealer Satisfaction Study among Non-Captive Lenders with Retail Credit for the last four years.
- Louisa is an active participant in any role she is in. She believes “knowledge like a pyramid needs to be concrete in board and in height”. Currently, she is a financial consultant at Cardinal Health. She is a key player in the Transition Sales Agreement (TSA) in operation and policies. Previously, as a corporate accountant, controller, financial manager, and system implementation consultant, Louisa worked in accounting, auditing, reporting, information technology in financial systems, and beyond in related function areas in diversified industries.
- She holds a BBMA from Toronto Metropolitan University (formerly Ryerson University), CMA Ontario and CPA under unification. She is a member of the Audit Committee of Vaughan Community Health Centers since 2018, volunteers in the Canadian Volunteering Income Tax Program since 2019, and board member of Community Living South York since 2022. She is always driven from the heart to make the change in her career and her life.
Shawn Matadeen, Director

- Shawn Matadeen is a Human Resources professional with over 15 years of experience in various private, public, and non-profit industries ranging in size from startup to multinational. He has served on various boards including at the local and national levels, this has included being a Vice-Chair as well as leading board committees in auditing, finance, governance, and nominating. He is a member of the Ontario Human Resources Professional Association and has completed his undergraduate and graduate degrees in Human Resources at York University.
